SzuKIO.pl service is a search engine for rulings concerning public procurement of the Polish National Appeals Chamber, the Court of Justice of the European Union, or the Courts. The extensive database of rulings is beneficial during procedural processes related to public procurement. The administration uses SzuKIO.pl, companies implementing public contracts of significant value, consultants, and lawyers.

The Challenge

Adding new services for users to the SzuKIO.pl offer

SzuKIO.pl was looking for a new service that would help users make better decisions, solve difficult issues and, as a result, improve the public procurement process. At the same time, the service was to comply with current standards and the EU eIDAS regulation.

The creators of SzuKIO.pl and cooperating public procurement law experts noticed that customers repeatedly needed clarification about reliably confirming the validity of a qualified bidder's signature. The lack of certainty made it difficult for them to select bids and suppliers and increased the time it took to complete tenders.

SzuKIO.pl has decided to solve this problem for users by introducing the ability to verify and confirm the validity of a qualified signature. It was agreed that the new service would be not only useful but also simple to use, fast and easily accessible, without the need for additional orders.

Solution

WebNotarius - qualified validation and preservation of qualified electronic signature

The criteria set by SzuKIO.pl were met by <a href="https://paperless.asseco.com/en/offer/webnotarius" style="color: #5ec1b0">WebNotarius</a>, a qualified service from Asseco that confirms the authenticity and validity of electronic signatures and seals attached to electronic documents. Combined with qualified preservation, it provides long-term (e.g. 30 years) evidentiary validity of signatures and seals linked unambiguously to the contents of specific documents. WebNotarius is the first qualified service in Poland to comply with the EU eIDAS regulation.

The project involved securely integrating SzuKIO.pl and Asseco's external validation and preservation system. The service's API was used for this, making WebNotarius accessible via a web browser to multiple users simultaneously.

Each registered user uses the service by clicking a direct link to the <a href="https://paperless.asseco.com/en/offer/webnotarius" style="color: #5ec1b0">WebNotarius</a> panel. A click generates a code that "costs" 10 views deducted from the user’s subscription to SzuKIO.pl. The validation result can be downloaded as a PDF report as evidence in court cases. The process is quick and easy to use for users and requires no additional steps or payments outside the service.

The project was completed in nine months and started in May 2020. Three experts were involved on the part of SzuKIO.pl and four on the part of Asseco. The number of users of the system has already reached 16,000.

In public procurement, the validity of the signature is crucial. WebNotarius is the first qualified validation service in the country. We chose it because it guarantees compliance with standards and the eIDAS regulation. The service has become widespread in resolving disputes. On a number of occasions, contracting authorities have already made key decisions based on the result of WebNotarius validation at SzuKIO.pl. Previously, the decisions were based on opinions that did not guarantee legal recognition of the assessments made in light of current e-signature regulations and standards.

SzuKIO.pl is an invaluable resource for anyone dealing with public procurement. An analysis of their needs showed that they face the cumbersome problem of proving the validity of bidders' e-signatures on a daily basis. This increases the risk that the tender will fail in the absence of evidence needed in any legal proceedings. Therefore, we decided to cooperate and integrate the WebNotarius service with SzuKIO.pl and ensure stability and efficiency of operation while providing convenience of use.
